Nobody in Fort Washington needs telling what a storm can do. On September 1, 2021 an EF-2 tornado with winds estimated at 130 mph crossed Upper Dublin on an eight-mile path. The National Weather Service traced the tree damage from Stenton Avenue through Fort Washington State Park, across the Turnpike, and on toward Upper Dublin High School and Maple Glen. Near Stuart Creek, it found nearly every tree snapped or heavily damaged.
Years on, the damage still turns up: trees that lost half a crown that day, and trees left standing alone that used to be sheltered by their neighbors. Both are worth having looked at before the next big wind.

In Fort Washington
Yes. Upper Dublin Township's Shade Tree Commission has control of trees that stand mostly within the public right-of-way, and planting, removing or trimming one needs its approval through the Public Works department. The township's rules make an exception for a tree that is an immediate hazard or storm damaged. For a tree wholly in your yard, ask the township before a large removal.
